Eight Queries to Demystify Algeria's Role as Observer in Moroccan Sahara Issue

Speaking before the Committee of 24 of the United Nations, Monday in New York, the ambassador, Chargé d'Affaires of Algeria, nervously spoke out against the 15 countries that have all cited Algeria's responsibility as one of the four participants in the Geneva round table meetings, claiming that his country "is not a party but just an observer".


Speaking later, Morocco's permanent representative to the United Nations, ambassador Omar Hilale, questioned him, through eight queries, on Algeria's real role in the Moroccan Sahara issue:


If Algeria is only an observer, why does it arm, finance, shelter and is diplomatically mobilizing for the "polisario", an armed non-state separatist movement?


If Algeria is not a real party, why does it consider it part of its territory - the Tindouf camps - in which it has abdicated its authority in favor of the "polisario", and where civilians from the Saharan provinces of Morocco have been held against their will for more than 40 years, under inhuman conditions? This was denounced by the UN Human Rights Committee in its recommendations following the examination of Algeria's periodic report in July 2018.


If Algeria is only a mere observer, why does it terrorize diplomats in New York by resorting to lies and distortion of their statements? Because for Algeria, the sovereignty of the delegations does not exist: either you are with it in the Sahara issue or you are against it, even when you remain silent.


If Algeria is not a main party, why does it foster the culture of hatred of Morocco and separatism among children in primary education by introducing into the school curriculum and end-of-year examinations that the Arab Maghreb Union will only be effective when the Sahara is "independent"? ambassador Hilale replied that the Sahara will never be independent and will always be an integral part of Morocco.


If Algeria is only an observer, why did it propose, on 2 November 2001, in Houston, through its former president, the partition of the territory and populations of the Sahara? This proposal is the very negation of the principle of self-determination and the myth of "the Sahrawi territory and people", which Algeria claims to defend. Ambassador Hilale added that this Algerian proposal had been categorically rejected by Morocco because all the populations, whether in the southern provinces or in the Tindouf camps, are united with regard to their Moroccan identity.


If Algeria is not a party, why has it continued to turn a deaf ear for 40 years to the incessant and urgent calls of the international community, including the Security Council in its resolutions since 2011 for the census and registration of the populations of the Tindouf camps in Algeria? Noting that this is the only way to protect the rights of these populations, who are scorned every day, and who are exposed to intimidation and violence.


If Algeria is only a mere observer, why does it continue to cover the diversion of humanitarian aid sent to the populations of the Tindouf camps? Ambassador Hilale recalled the conclusions of the European Anti-Fraud Office (OLAF) investigation report, which confirmed that "organized fraudulent schemes have occurred over a long period of time" and that "a significant part of these diversions were organized by polisario dignitaries".


And if Algeria is not a main party, why does it impose taxes on humanitarian assistance destined to the populations held against their will in the Tindouf camps? This is a unique case in the world.


The Moroccan diplomat called for Algeria's decency when it claims that it is only an observer State in the Moroccan Sahara issue. Stressing that the facts confirm that without Algeria's aggressive activism and interference, there will be no "polisario", no Sahara issue, no consideration of this issue by the United Nations.


"The international community has realized the trickery created and maintained by Algeria and which no longer finds any echo anywhere in the world," Hilale added, stressing that this is what El Salvador has just done, the day before yesterday, through its president, Nayibe Bukele, who withdrew its recognition of the pseudo "SADR", which he deemed "virtual republic".


"The government of El Salvador has expressed its support for Morocco's territorial integrity and national sovereignty, as well as its autonomy initiative as the only solution to this regional dispute," ambassador Hilale concluded.
