After adjusting the list of attendance by the President of the Council, in accordance with Article 30 of the rules of procedure of the Council, works resumed in closed session, mentioning regulatory requirements concerning the composition of the five Committees that have been identified as follows:



1 – Committee on Social Affairs, Human Development and the Environment
2 - Committee on Foreign Affairs and Cooperation
3 - Committee for the Defense of Human Rights, public freedoms and population camps
4 - Committee on Economic Affairs Education and Training
5 - Committee for the Advancement of Hassani Culture, Information and communication 

The Council members were given the opportunity to express their choices with regard to registration in any committee in which they see themselves able to participate.
In order for members of the Council to study autonomy as the focal point of the works of this special session, the issue of restructuring offices of the Committees was delayed to to Saturday 27 May 2006.

Studying autonomy took the lion’s share in the session. Members of the Council stressed the importance of the autonomy as an essential building block of communication and consultation with the region’s inhabitants. Speeches were marked by a spirit of citizenship, national pride, and unconditional engagement in this project.

Thing which has been translated in the personal efforts made by Council members during their research on topics of self-government through sharing the international experiences in Europe and Asia, on the basis that autonomy in these areas will be of Moroccan character, and will preserve the specificities of Saharan communities.

Before concluding the first meeting of this special session, restructuring of the offices of five Committees was conducted democratically by all members in an atmosphere of positive competition and national pride.

At the conclusion of this first meeting, Mr. President of the Council remembered the guidelines by underlining the importance of the focal point of this meeting ie discussion of the autonomy project, which requires this session to remain open until the access to the full knowledge of all aspects of the project, as was another occasion to brief the audience on the overall diplomatic activities of the Council and those programmed in the future, as well as future prospects for the works of the Council identified in the following points:


- Introducing the council to the media as a consultative and propositional force  suggestions to create objective conditions of self-government
- Council’s preparation a formula that includes the different ideas and opinions expressed in the speeches of members of the Council
